WHEREAS, it is necessary to create favorable conditions for the expansion of railway transport for making it supportive for the country’s social and economic development as a transport sub-sector;

WHEREAS, it is necessary to establish a system that determines national standards for the construction of railway infrastructure and conditions under which railway infrastructure is put in service;

NOW, THEREFORE, in accordance with Article 55(2)(c) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
