WHEREAS, the economic and social development of the country requires that road transport service be regulated to make it more reliable, integrated, modern and safe;

WHEREAS, it is necessary to ensure that the administration of road transport properly implements the government’s economic and social affairs policies; ensure that there is a strong enforcement and monitoring system in the road transport up to the lower administrative level; and ensure that the road transport sector is equipped with technologies essential for its reliability and accessibility;

NOW, THERFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
