WHEREAS, it has been found necessary to protect and keep the interest, health and safety of society and animals as well as the environment by ensuring the verification of measurements and measuring instruments used in relation to commercial transactions, health, safety and environmental protection;

WHEREAS, it has been found necessary to create a system to control the labeling and net quantity of pre packaged products, before and after entering into the market, thereby enabling the consumers to get the right product and service for the price they pay;

WHEREAS, it has been found necessary to establish fair trade through creating a conducive environment for the executive bodies to conduct their regulatory activities;

WHEREAS, it is essential to make a law compatible with the International Legal Metrology framework in order to avoid trade barriers and strengthen regional integration;

WHEREAS, it has been found necessary to establish a transparent and reliable measurement system by issuing a law compatible with the current economic development of the country;

NOW, THEREFORE, in accordance with Article 55 (2) (f) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
