WHEREAS, globally the results of startups supported by innovation and technology are gradually contributing to economic growth and development by creating large industries and companies; WHEREAS, Since startups play a key role in accelerating economic growth and development by harnessing Ethiopia’s potential and enabling it to become globally competitive; WHEREAS, since it is important to make startups effective and successful by building a conducive startup ecosystem; WHEREAS, it is important to ensure sustainable technological and economic progress by establishing a streamlined system of designation, accreditation, and capacity building that provides targeted, integrated support to startups and startup ecosystem builders;

WHEREAS, it is necessary to organize a grant program, credit guarantee framework, and fund of funds structure to sustainably address the financing challenges and financial risks faced by startups and startup ecosystem builders; NOW, THEREFORE, in accordance with Article 55 Sub-Article (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
