WHEREAS, Petroleum Products are strategic for economic and social development and ensuring their supply, storage, distribution, safety, quality and price in compliance with accepted international safety and quality standards is essential to safeguard human and animal health, property and the environment. WHEREAS, it has become necessary to create a conducive environment to control illegal activities in the value chain of petroleum products from the importer to the end user by establishing a modern, effective, transparent, reliable, equitable and accessible supply, distribution and retailing transaction system;

WHEREAS, ensuring the required competence of institutions and professionals engaged in the sector in accordance with the prevailing international practice is essential to promote safe and legal marketing of petroleum products; NOW THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows.
