WHERE AS, the Loan Agreement between the Federal Democratic Republic of Ethiopia and the International Development Association stipulating that the International Development Association shall provide to the Federal Democratic Republic of Ethiopia a Loan an amount equivalent to

two hundred and fifty-eight million one hundred thousand Special drawing Rights (SDR 258,100,000) for financing Second Sustainable and Inclusive Growth Development Policy Financing Program, was signed in Addis Ababa 3rd July 2025; WHERE AS, this Loan Agreement was approved by the House of Peoples’ Representatives of the F.D.R.E during its 2nd extraordinary session held on 4th July,2025; NOW, THERE FORE, in accordance with Article 55 sub articles 1 and 12 of the F..D.R.E Constitution, it is hereby proclaimed as follows:
