WHEREAS, the Government has a Constitutional obligation to take measures to prevent any natural and man-made catastrophes, and to provide instantaneous assistance for victims in the event of disasters; WHEREAS, it is essential to build the internal capacity of Federal and Regional institutions in areas of disaster prevention, preparedness, mitigation, timely response and improved rehabilitation and reconstruction;

CONSIDERING, the necessity of establishing and implementing an emergency declaration system in situations where there is an emergency disaster that is beyond capacity, as well as implementing the support provision system in accordance with the threshold that has been established from bottom to federal structure; WHEREAS, it is found vital for integrating the pre-disaster, during disaster, and post-disaster activities of Ethiopian Disaster Risk Management with humanitarian assistance, sustainable development, and peace-building initiatives;
