Ermias Yemanebirhan (PhD) is serving as State Minister for the Institution Building and Reform Division at the Ministry of Justice since April 2023. He was previously a Lecturer in Law at Dilla University (2011–2015) and has published on topics including constitutional interpretation, federalism, and development governance in federal systems. From 2015 to 2023, he was Director General of the Ethiopian Intellectual Property Authority, where he led reforms aligning national IP laws with international standards and promoted IP as a tool for creativity, technology transfer, and investment. Ermias Yemanebirhan (PhD) has also practiced as an attorney in all federal courts. He has contributed to justice sector reform through capacity building, digitalization, and expanding community justice services. He currently coordinates the national Justice Sector Transformation Roadmap (2023–2025).
