WHEREAS, the Council of Ministers has approved on 8th day of October 2016 a State of Emergency Proclamation for the Maintenance of Public Peace and Security No.1/2016;

WHEREAS, the House of Peoples‟ Representatives of the Federal Democratic Republic of Ethiopia has approved the State of Emergency Proclamation at its session held on the 20th day of October 2016 pursuant to Article 93 (3) of the Constitution;

NOW, THEREFORE, in accordance with Article 93(3) and 55(8) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
