WHEREAS, it has become necessary to collect additional revenue earmarked for the rehabilitation and construction of education, training and medical facilities and expansion of other social services;

NOW, THEREFORE, this Regulation is issued by the Council of Ministers pursuant to Article 4 of the International Convention on the Harmonized Commodity Description and Coding System Ratification Proclamation No. 67/1993.
