WHEREAS, it has become necessary to create conducive condition for granting amnesty to ensure peace and security as well as to protect political, social and economic development of the public;

WHEREAS ,it has become necessary to create conducive environment for granting amnesty to those bypass the law for resolution of severe social and political problems happening timely;

WHEREAS, it is found necessary to enact procedural law for granting amnesty to harmonize Criminal Code with the Constitution of the Federal Democratic Republic of Ethiopia;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows
