WHEREAS, it is imperative to maintain information technology’s positive contribution to the nation’s sustainable growth by raising national production and efficiency and enhancing residents’ quality of life in a secure manner;
WHEREAS, it is necessary to prevent and minimize potential attacks on national information resources and citizens, resulting from negative impacts associated with the advancement and sophistication of technology
products;
WHEREAS, it is necessary to impose a clear responsibility on actors who import, export, and use information technology products that pose a threat to information security;
WHEREAS, it is necessary to establish a transparent, consistent, and equitable system capable of identifying prohibited and restricted information technology products, determining security clearance procedures, and monitoring and controlling the products;
WHEREAS, it is important to pass legislation for the imposition of suitable corrective action against persons who illegally or without proper security clearance utilize prohibited and restricted information technology
products that pose an information security risk;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal
Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
