WHEREAS ensuring the quality and relevance of the education and training is crucial for the holistic prosperity we envision;

WHEREAS the quality of education and training is ensured through internship, externship, and engagement of industry practitioners in education and training institutions skill training;

WHEREAS higher education-, technical and vocational training , and research institution are expected to carry out research, technology transfer and consultancy services in linkage with the industry; and their mission in generating qualified human resource, conducting applied research, transferring technology is crucial for industry competitiveness ;

WHEREAS, higher education-, technical and vocational training-, research- institution and industry linkage requires mutual benefit and active participation of actors; and the need to legislate the linkage priority areas indicated in the national science, technology and innovation policy ;

NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia the “Higher Education, Technical and Vocational Training and Research Institution and Industry Linkage Proclamation is hereby issued.
