WHEREAS, the availability of leadership with reliable capacity is one of the decisive conditions to ensure the comprehensive peace, democracy, and development of Ethiopia as well as Africa in a sustained manner, it is found necessary to build the leadership at all levels continuously and comprehensively;

WHEREAS, it is found necessary to establish leadership excellence Academy for the realization of Ethiopian and African comprehensive development and good governance, through conducting theoretically backed practical leadership training, consultancy service, and action researches, and inculcation and generating scientifically reform ideas;

WHEREAS, it is found necessary to organize an institution that ensures the continuity of institutional and national reform through the implementation of good governance policies, leading the existing and future changes, surmount its material share for the sustainable development and integration of Africa and organize internationally competitive leadership excellence building institution;

NOW, THEREFORE; this Regulation is issued by Council of Ministers pursuant to Article 34 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 1097/2018.
