WHEREAS, a Finance Contract, between the Federal Democratic Republic of Ethiopia and the European Investment Bank stipulating that the European Investment Bank provide to the Federal Democratic Republic of Ethiopia a credit amount of 25,000,0bO Euros (twenty five million Euros) for financing small and medium sized private sector enterprises, was signed in Addis Ababa on 19th December 2003, and in Luxembourg on 29th December 2003;

WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified said Finance Contract at its session held on the 6th day of January, 2005;

NOW, THEREFORE, in accordance with Article 55 (1) and (12) of the Constitution, it is hereby proclaimed as follows:
