WHEREAS, it is found necessary to establish leadership institution for the realization of the sustainability of the journey of Ethiopian Renaissance by addressing the question of the leadership of the Renaissance and in achieving the vision of the Great Leader in a reliable manner by generating matured, cultivated, scientific and transcendental thoughts through education, training,research, reflection, analysis and inculcation;

NOW, THEREFORE; this Regulation is issued by Council of Ministers pursuant to Article (5) and (35) of the definition of the powers and duties of the executive organs of the Federal Democratic Republic of Ethiopia Proclamation No.691/2010 (as amended by Proclamation No. 803/2013).
