Whereas, it has been found necessary to establish a well-functioning Ethiopian national standards system and vibrant standard body in the country and avoid the duplication of duties and responsibilities in the process of the development of standards;
Whereas, it is necessary to regulate the quality of locally produced, import and export products, services and processes subject to Ethiopian standards in order to prevent harm on the health and safety of people, animals, plants and the environment as well as the benefit of the country;
Whereas, it is necessary to ensure the benefit of the public through creating well established coordination among the concerned regulatory bodies and establishing transparent and accountable standards development and regulatory system;
Whereas, it has become necessary to harmonize the development and implementation of Ethiopian Standards in line with the International practice; to prepare a holistic national standards law taking into account the prevailing rapid economic and social transformation of the country, and considering the gaps and bottlenecks faced during the development and enforcement of Ethiopian Standards;
Now, therefore, in accordance with Article 55/(1) and (2) (f) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
