This Regulation is issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No.691/2010, Article 174(4) of the Labour Proclamation No. 377/2003 and Article 7(1)(d) and Article 41 of the Employment Exchange Services Proclamation No. 632/2009.
