WHEREAS, the economic and social development of the country requires that transport service be regulated to make it more competitive, safe and efficient;

WHEREAS, the transport sector has to be restructured in a manner to create favorable conditions for the smooth and effective implementation of the government transport policy;

WHEREAS, it has become necessary to clearly define the powers and duties of the executive organs at the federal and state levels with regard to transport;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution, of the Federal Democratic Republic of Ethiopia, it is. hereby proclaimed as follows:
