WHEREAS, a Loan Agreement between The Federal Democratic Republic of Ethiopia and the African Development Bank stipulating that the African Development Bank provide to the Federal Democratic Republic of Ethiopia a Loan Amount of U.A. 19,590,000 (Nineteen Million Eight Hundred Ninety Thousand Units of Account) for financing the Harar Water Supply and Sanitation Project was signed in Abidjan, on the 8^thday of November, 2002;

WHEREAS, basic economic international agreements have to be ratified prior to enter in to force;

WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 22^nd day of May, 2003;

NOW, THEREFORE, in accordance with Article 55 Sub-Article (1) and (12) of the Constitution it is hereby proclaimed as follows.
