WHEREAS, it has been noted that developing skilled, disciplined, motivated, adaptable and innovative human resource is vital for ensuring sustainable economic competitiveness;

WHEREAS, it is believed that the development of necessary human resource can be achieved through the provision of demand-driven technical and vocational education and training; and that it is determined in the technical and vocational education and training strategy to build human resource capacity towards that direction;

WHEREAS, it is found appropriate to prepare a national professional standards under the technical and vocational education and training system and to put in place occupational competence assessment system through which members of society obtained skill through different means may be granted national certificate of competence by undergoing comprehensive assessment and thereby to produce internationally competitive human resource;

WHEREAS, it is found appropriate to enable the technical and vocational education and training system to play its role in developing the capacity of micro and small enterprises through industry extension service as a result of which their competitiveness would be enhanced;

WHEREAS, it has been found pertinent to formulate a uniform regulatory framework on the one hand and decentralized and participatory decision-making process on the other as a result of which stakeholders would be actively engaged in the technical and vocational education and training system;

NOW THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
