WHEREAS, the incidence of contraband, fraud and other customs offences are increasing from time to time resulting in a threat to legitimate trade, public security and government revenue which requires strong system of law to enforcement prevent it;

WHEREAS, the defects in some of the basic Provisions of the proclamation which have contributed to different interpretation that created gaps in normal operations of customs requires corrections;

WHEREAS, the special nature of the activity of the Authority requires the establishment of a system for the| administration of employees free from corruption, misuse, bribery and ensure employees with discipline and integrity;

WHEREAS, in order to enable it effectively discharge its duty and responsibility supported by qualified man power and modern information technology, it has become necessary to amend the proclamation for the re- establishment and modernization of the customs Authority;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia it is here by proclaimed as follows:
