This Regulation is issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 916/2015, Article 174(4) of the Labour Proclamation No. 377/2003. Article 17(1) of the Federal Government of Ethiopia Financial Administration Proclamation No.648/2009 and Article 75(1) of the Ethiopia’s Overseas Proclamation No. 923/2016.
