WHEREAS, it has become necessary to put in place a modern and efficient market structure that enables the supply of live animals, competitive in quality and price, to domestic and export markets;

WHEREAS, it has become necessary to develop an efficient and cost-effective live animals market structure supported by up-to-date information and yields proper benefit to live animal breeders, traders, consumers, and the country;

NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
