WHEREAS, it has become necessary to lay down a system and issue requirements that enable higher education to produce quality and skilled manpower adequately to meet the needs of the country;

WHEREAS, it has become necessary to create appropriate legal framework so that research conducted by higher education shall be problem solving and directed towards the utilization of the potential resources of the country;

WHEREAS, it is necessary to provide for by law the academic freedom and accountability of the higher education institutions as well as their administration;

WHEREAS, it has become necessary to determine by law the directions of the private higher Education institutions in order to promote their contribution in expanding education and conducting research;

NOW, THEREFORE, in “accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
