WHEREAS, a failure to establish a system to classify and protect government classified information has posed a negative impact on national security and interests;

WHEREAS, it has become necessary to establish a system that enable to classify, to determine the level and timely to update the government secret informations;

WHEREAS, it has become necessary to protect government classified information from being illegally disclosed, destroyed, damaged, altered and transmitted;

WHEREAS, it has become necessary to establish a clear, uniform and accountable system that enable the classification and protection of government classified information of the country;

The Council of Ministers issued this Regulation in accordance with Article 28(1) of the National Intelligence and Security Service Proclamation No. 804/2013 and Article 37(2) of the Freedom of Media and Information Proclamation No. 590/2008.
