WHEREAS, Article 3 sub-article (1) and (2) of the Constitution of the Federal Democratic Republic of Ethiopia has declared the Flag of the Federal Democratic Republic of Ethiopia;

WHEREAS, following this constitutional declaration the promulgated laws that are being enforced have not regulated and dealt with all Flag related basic issues;

WHEREAS, it has been found necessary for the proper implementation of this constitutional declaration to provide for detailed issues pertaining to Flag as well as comprising all the previous laws as a single legal document;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
