WHEREAS, it is found prudent to promote the provision of urban planning services in the Country since the planned development of the Country’s urban centers has more than ever become a key task in the overall national development efforts;

WHEREAS, it is found important to define, in accordance with the state-of-the art urban planning principles, a system that would ensure a healthy and sustainable development of growing urban centers as well as to facilitate the provision of capacity building supports;

WHEREAS, it is found necessary to re-establish the organ of the Federal Government that is entrusted with urban planning mandates consistent with the decentralized systems put in place in the Country;

NOW, THEREFORE, in accordance with Article 55 (1) of the Constitution, of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows;
