WHEREAS, a Concessional Loan Agreement, between the Government of the Federal Democratic Republic of Ethiopia and the Export-Import Bank of China stipulating that the Export-Import Bank of China provide to the Federal Democratic Republic of Ethiopia a credit amounting to 411,000,000 Chinese Yuan (four hundred eleven million Yuan) for financing the Bole Ring Road Round About-Meskel Square Road Project was signed on the 9th day of March 2011;

WHEREAS, the House of Peoples’ Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 6th day of December, 2011;

NOW, THEREFORE, in accordance with Article 55 sub-article (1) and (12) of the Constitution of the Federal Democratic Republic of Ethiopia it is hereby proclaimed as follows:
