WHEREAS, it is deemed necessary to enhance access, equity, relevance, and quality of education and training in accordance with the education and training policy;

WHEREAS, it is important to ensure that the qualifications provided are based on the universal needs of the Country and are of the required quality;

WHEREAS, it is crucial to provide opportunities for citizens to engage in continuous learning, training, and development, thereby fostering lifelong learning and training;

WHEREAS, there is an agreement that African Countries can jointly recognize each other by issuing Regional qualification certificates, and Ethiopia has ratified such agreements as a member state, it is necessary to develop a national qualification framework;

NOW, THEREFORE, the Council of Ministers hereby issues this Regulation pursuant to Article 95 Sub-Article (1) of the Higher Education Proclamation No. 1152/2019
