WHEREAS, literary, artistic, and similar creative works have a major role in enhancing the cultural, social, economic, scientific, and technological development of a country;
WHEREAS, it is necessary to protect works that make literary, artistic, and similar creative works productive by recognizing neighboring rights by law;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
