WHEREAS, it has become necessary to enable the rural and urban working people to solve the economic and social problems they face by themselves, depending on local resources, and become self-reliant by being organized in cooperative societies different in type and standard;

WHEREAS, it has become imperative to establish an autonomous organ responsible for registering and supporting cooperative societies organized at the federal level, conducting research, rendering training, and other technical support to achieve the above-mentioned objective;

NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia and Article 55 of the Cooperatives Societies Proclamation No. 147/1998, it is hereby proclaimed as follows:
