WHEREAS, it is found that stakeholders of the construction industry have pivotal role in the process of managing the sector in an integrated manner as well as causing expeditious and modern system by designing vision and direction towards developing efficient construction industry;

WHEREAS, it is found important to create stakeholder forum that formulate and deliberate on policy ideas to the overall development, national identifying shortcomings in the industry through studies and propose alternative solutions, synthesize proven global practices and implementation mechanisms, formulate ideas that would help the practical implementation of policies, programs, laws and strategic issues that help to develop

WHEREAS, it is necessary to create a Council that plays pivotal role towards the synchronization of the construction industry with the missions and goals of relevant engineering, architectural, and technology institutions of higher learning and technical and
vocational institutions with a view of creating competent human resource that would respond to the needs of the industry and further the need to create a globally competent construction industry:

NOW, THEREFORE, this Regulation is hereby issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia. Proclamation No. 916/2016.
