WHEREAS, it is desirable to consolidate and modernize the aviation laws to bring them to international standards with a view to strengthening the regulatory, administrative, technical and supervisory capabilities of the Ethiopian Civil Aviation Authority for better regulation of civil aviation to meet the needs for a safe, secure, regular, efficient and economic civil aviation system;
WHEREAS, aviation safety and regulation must be undertaken in compliance with the standards and recommended practices of the International Civil Aviation Organization and it is necessary to provide for the promotion and continuous development of civil aviation regulation and for other purposes incidental thereto;
NOW, THEREFORE, in accordance with Article 55(1) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
