These Regulations are issued by the Council of Ministers pursuant to Article 77(13) of the Constitution of the Federal Democratic Republic of Ethiopia Proclamation No. 1/1995 and Article 5 of proclamation No. 4/1995 provided for th Definitions of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia and Article 46 (1) (a), of the Public Enterprise Proclamation No. 25/1992.
