WHEREAS, due to a significant rise in health service costs, citizens are forced to incure huge expenses that lead to impoverishment as well as leading many to suffer from preventable diseases;
WHEREAS, Community Based Health Insurance System solidifies the pre-existing custom of mutual support among the community and ensures access to equitable, quality, and sustainable health services to accelerate the move toward Universal Health Coverage; which in turn improves the productivity of citizens to enhance economic growth which is the primary goal of the country’s health policy,
WHEREAS, the encouraging results and lessons learned during the pilot phase of the Community Based Health Insurance System show a need for a national legal framework to ensure standardization for the sustainability of the system and allow better coordination at the Federal and Regional levels, thereby,
NOW, THEREFORE, in accordance with Article 55 Sub-Article (6) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby Proclaimed as follows.
