WHEREAS, it has become necessary to approve and disburse on time the budgetary appropriations for under- takings by the Federal Government during the 1994 (E.C.) fiscal year;

WHEREAS, the subsidy budget that may be ap- propriated to the Regions has to be decided on the basis of the formula developed by the House of the Federation;

NOW, THEREFORE, in accordance with Article 55(1) and (10) of the Constitution of the Federal Democratic Republic of Ethiopia, it is hereby proclaimed as follows:
