የሕግና የአሠራር ክፍተቶችን በመድፈንና እርካታን በማሳደግ የንግዱ ማኅበረሰብ እና ኅብረተሰቡ በሀገሪቱ ሁለንተናዊ ኢኮኖሚ ውስጥ የበኩሉን ሚና እንዲጫወት ማድረግ አስፈላጊ በመሆኑ፤

የንግድ ምዝገባና ፈቃድ አሰጣጥ አገልግሎት በዘመናዊ ቴክኖሎጂ የተደገፈ፣ ወጭ ቆጣቢ፣ ቀልጣፋ፣ ተደራሽ፣ ለመረጃ አያያዝ እና ሰንግድ ሥራ አመቺ እንዲሆን ማድረግ በማስፈለጉ፤

በንግድ ምዝገባና ፈቃድ አገልግሎት አሰጣጥ እና በድኅረ ፈቃድ ኢንስፔክሽን ሥራዎች በሀገር አቀፍ ደረጃ ወጥነት ያለው አፈጻጸም ማስፈን አስፈሳጊ ሆኖ በመገኘቱ፤

የንግድና ቀጣናዊ ትስስር ሚኒስቴር በንግድ ምዝገባና ፈቃድ አዋጅ ቁጥር 980/2008 (በአዋጅ ቁጥር 1150/2011 እንደተሻሻለ) አንቀጽ 52 ንዑስ አንቀጽ 2 እና በኢትዮጵያ የንግድ ሕግ አዋጅ ቁጥር 1243/2013 የማስፈጸሚያ ድንጋጌ አንቀጽ 5 መሠረት ይህን መመሪያ አውጥቷል።

Whereas, it has become necessary to let the business community and the society play its part in the country’s overall economic development by closing loopholes in the law and practices, and increasing satisfaction;

Whereas, it has become necessary to create a conducive environment for doing business by providing cost effective, efficient, and accessible commercial registration and business licensing service with the support of modern technology and efficient data management;

Whereas, it has become necessary to establish a uniform practice of commercial registration and business licensing as well as post licensing inspection across the nation;

Therefore, this Directive is issued pursuant to Sub-article (2) of the Commercial Registration and Business Licensing Proclamation No. 980/2016(as amended with proclamation 1150/2017) and Article 5 of the Preface of the Commercial Code.
